How to Write a Peer Review Letters of Response

LOR Overview

This section contains sample letters of response (LOR) for system and engagement reviews. A firm should tailor it's letter of response to address the specific recommendations included in the reviewer's letter of comments. In addition, the reviewer should preview the firm's letter of response prior to submitting it to the administering entity. Here are some sample of letters of response:

System Review: Unmodified  |  Modified  | Modified for a Scope Limitation  |  Adverse

Engagement Review:  Unmodified  |  Modified  |  Adverse

Steps to Writing an LOR:

  1. Read the reviewer's report and letter of comments (LOC).
  2. Address your letter of response (LOR) to your state CPA Society's report acceptance body (e.g., it's Peer Review Committee.)
  3. Respond to each finding in the LOC.
  4. Describe the specific action your firm plans to take for each recommendation by showing how your firm will adjust its policies or practices to prevent recurrence of the types of matters noted in the reviewer's findings. If you believe a more cost-effective solution exists than the one recommended by the reviewer, indicate that alternative in your response. 
  5. Take extra care when responding to repeat comments. The response should be different from the previous response because of the appearance that the previous response did not prevent recurrence of the finding. 
  6. Mention, if necessary, who will monitor implementation of the changes.
  7. If the firm received a modified report, separate the responses between those related to findings that resulted from a modified report and those that did not.
  8. If you disagree with a finding or recommendation, state your disagreement and describe the reason and underlying support for your disagreement.
  9. Ask your reviewer to preview your letter of response. This can help cure misunderstandings that might exist in the reviewer's letter of comments.
  10. Mail your letter of response promptly and before the due date of your peer review.
